Don F. Mills III
Executive Director

Don F. Mills III received his M.S. in Recreation and Sport Management with honors from the University of Tennessee in 2014 and his Bachelor of Science magna cum laude in Sport Administration from Lock Haven University of Pennsylvania in 2008.  Over the first part of his career, he directed and led recreational sports programming at several universities in the southeast including Samford University, the University of Alabama at Birmingham, and the University of South Carolina.  Don believes that everyone should enjoy the positive benefits of sport, recreation, and community and has spent a career finding ways to remove barriers to participation.  Some highlights of his work in this area include developing an adaptive recreation program at the University of South Carolina, establishing the first women’s intramural lacrosse league in the Southeastern Conference, and founding Everplay Sports and Social Leagues which under his direction, grew into the largest adult recreational sports league in the midlands of South Carolina.   

Don and his family moved home to New York state in 2021.  Upon moving to the upstate, he joined the COVID-19 contract tracing initiative as a school specialist working to mitigate the impact of COVID-19 on Livingston County K-12 school districts.  His experience at the Livingston County Health Department led to Don developing an onsite COVID-19 rapid test screening program for American Rock Salt as a part of their Human Resources team.  The COVID-19 rapid testing procedures he developed were nationally referenced throughout the mining industry as a health/safety response to improve employee wellness and productivity.

 Don began serving in the role of Executive Director of the Livwell Community, Wellness, and Fitness Center in July 2022.  The Livwell Community Center is shared vision to create a social wellness space that contributes to well-being, creates community, and supports people.  Don understands the significance of providing space and programming that removes barriers, connects people, and helps build meaningful relationships.  The project is planned to break ground for construction Summer 2023.

Joshua Bruckel
President of the Board

Josh has served in a variety of roles for P.S. Bruckel Inc. and PEMM since joining the company in 2002.  Currently, Josh is part of the company’s leadership team as the Vice President of Operations.  In this role, Josh overseeing project development for the organization’s Quicklee’s convenience store chain and commercial bridge painting business.  He is respected for his ability to problem solve and the task-oriented approach he applies to each project.  Josh manages the company’s supply chain through strategic planning, inventory fulfillment, and timely distribution of goods and services.  Josh has played an integral role in the company’s growth over the past 20 years.  He looks forward to continuing to lead by example in his role with the company.

 Josh serves in the role of President of the Livwell Community, Wellness, and Fitness Center’s Executive Board.  Josh brings with him his background in health and wellness, capital project management, and lends his vision to the development of the project.  He believes in the potential community impact that the Livwell Community Center will have on his hometown of Livingston County, NY.

Justin Bruckel
Vice President of the Board

Justin P. Bruckel received his Bachelor of Science in Economics from St. Lawrence University where he was a member of the men’s Divisions 1 hockey team.  In 2016 Justin became the Chief Operating Officer for Bruckel Enterprises in Avon, NY.  The scope of his position encompasses 10 separate lines of business and 375 employees.  Since joining the company, Justin has facilitated the acquisition of (3) businesses and takes great pride in being responsible for the integrity of the company’s balance sheet. 

Inspired by the health benefits of coconut water, Justin launched a global enterprise to bring the best tasting coconut water on the planet to North America.  In his position of President and Co-CEO of CoAqua North America, Justin focuses his efforts on operational planning, business development, and ensuring the company continues to work towards mission fulfillment.  Since joining the CoAqua team, Justin has helped facilitate national partnerships with grocery store chains Sprouts Farmers Market and Wegmans.  Justin also played an integral role in developing a philanthropic partnership between CoAqua and the Bikes for Kids Foundation.  Through their partnership, a portion of CoAqua profits go directly to the Bike for Kids Foundation supporting their mission to bring hope and resources to children living in poverty. 

Justin serves in the role of Vice-President on the Livwell Community, Wellness, and Fitness Center’s Executive Board.  Justin brings with him his background in fundraising, operational management, and financial planning.  He is driven to help bring the Livwell Community Center to Livingston County, NY where he calls home.

Jennifer Perelli
Secretary of the Board

Jennifer received her Bachelor’s degree in Business Administration from North Carolina State University.  She has served in a variety of roles for P.S Bruckel Inc. highlighted by her management acumen leading Morgan Estate Assisted Living and Morgan Senior Living in Geneseo, NY.  She is known for her people first approach to overseeing the operation of both senior living communities.  Jennifer is generous in giving her time to better the experiences of those that live and work in both senior centered communities.  She is the paradigm of what a successful leader should be. 

Jennifer serves in the role of Secretary of the Livwell Community, Wellness, and Fitness Center’s Executive Board.  Jennifer brings her background in fundraising, event planning, and design to the development of the project.  As a parent of two children, she understands the impact that a community wellness center will have on families in Livingston County, NY.

Thomas Dougherty
Director of the Board

Thomas received his B.A. in Business Administration in 2004 from SUNY Geneseo. He started his career with the Livingston County, NY Sheriff’s office in 2005 as Deputy Sheriff in the Patrol Division.  In 2010, he was reassigned to the Criminal Investigations Division and was promoted to Investigator in January 2011.  On November 5th, 2013, he was elected the 50th Sheriff in Livingston County, NY by the people of the county.  He also brings with him 10 years of private-sector business management experience.

Sheriff Dougherty’s approach to law enforcement is to treat people, no matter who they are, with absolute dignity.  As an officer of the law, he constantly challenges ways to improve the system.  As Sheriff, he continues to find ways to make the Livingston County Sheriff’s Office efficient, effective, and innovative.

Thomas serves in the role of Director on the Livwell Community, Wellness, and Fitness Center’s Executive Board.  Thomas brings his background in community service, municipal planning, and organizational leadership to the development of the project.  As a longtime community member and parent, he understands the impact that a community wellness center will have on Livingston County, NY.

William O’Dell
Director of the Board

Bill received his Associate in Occupational Studies for Building Trades-Building Construction in 2004 from Alfred State.  In 2007, Bill started working for American Rock Salt Company LLC.  Bill worked his first seven years as an underground laborer and equipment operator.  Following, he moved to the surface where he spent 4 years working in the rail load out facility.  For nine years, Bill was also a member of the mine rescue team.  In 2018, Bill was promoted to his current position as the Control Room Operator.  Here, Bill is responsible for starting up the belt lines, the hoist, managing getting the salt from the underground to the surface, distribution of the salt to the salt pile, the truck station and rail station, as well as running and monitoring ninety plus security cameras throughout both the Hampton Corner’s mine and Retsof facility locations.  Bill has been involved in many of American Rock Salt’s fundraising events.  He has been an intricate factor in running and managing the annual golf tournament that has benefitted the Golisano Children’s Hospital the past few years. 

Bill has always had a passion for sports activities and being an advocate for team work and making sure everyone is having fun and participating.   Previously, he served on the Mount Morris recreational advisory board in addition to coaching kids in soccer, baseball, basketball and track. Bill continues to enjoy playing in recreational soccer, bowling and golf leagues in his free time.

Bill serves in the role of Director on the Livwell Community, Wellness, and Fitness Center’s Executive Board.  Bill brings with him his background in recreational programs, coaching, sports, and fundraising to the development of the project.  He believes Livwell is what our community is missing and needs. He is looking forward to helping create a place that will positively promote a healthier community environment for all of us.
